(4)Please provide information regarding the medical test for spinal muscular atrophy test (SMN1/SMN2) conducted in any non-empanelled lab in Punjab/Chandigarh/Haryana or anywhere in India by an employee/pensioner of CSIR-CSIO in the last 10 years. (5) Please provide information regarding the amount that was claimed and amount that was reimbursed for spinal muscular atrophy test (SMN1/SMN2) by any employee/pensioner of CSIR-CSIO in the last 10 years. (6) Please provide information regarding the CGHS rules based on which the reimbursement for spinal muscular atrophy test (SMN1/SMN2) conducted in any non-empanelled lab was provided.
(7) Please provide information regarding the medical claims made by employees/pensioners of CSIR-CSIO for any genetic test/any other test conducted in non-empanelled lab in the last 10 years. (8) And other related information."

The CPIO, CSIO, Chandigarh vide letter dated 07.09.2023 replied as under:-

"This is in reference to your RTI letter no. CSIOC/R/E/23/00021 dated 03/08/2023, you were requested to deposit an exact amount of Rs 50/- as photocopy charges for 25 pages of information as per RTI Act, 2005 on 01.09.2023. Now you have deposited an additional amount of Rs 50/- online on 06.09.2023.
The pointwise reply to your RTI queries is attached.
Note: This information has been provided by deemed PIO. If you are aggrieved by any of the decisions communicated to you by PIO due to any reason whatsoever, you may appeal to Dr. Prasant Mahapatra, Appellate Authority, CSIR-CSIO, Sector-30C, Chandigarh, India, email: prasant22@csio.res.in, Tel.:
0172-2672455 within thirty days from the date of receipt of this reply letter. There is no fee for Appeal."

Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 05.10.2023. The FAA vide order dated 17.11.2023 stated as under:-

"This is with reference to your appeal which was received in CSIO through online on 05/10/2023 under RTI Act -2005 vide you have requested to provide information. The reply sent by the CPIO, CSIR-CSIO, Chandigarh through RTI Portal on 07.09.2023 stands unchanged except for the following points as per the reply received from deemed PIO. Point No. 8.
Status can be tracked through CSIR ERP portal by their respective ERP application number Point No. 9.
Nil up to 31.12.2022."

Aggrieved and dissatisfied, the Appellant approached the Commission with the instant Second Appeal.
