Applicant is a Station Superintendent, who started his career as Traffic Apprentice in Palakkad Division of Southern Railway on 27.01.2010. Later, he was promoted and presently working at Valapattanam Railway Station in Palakkad Division. He is a native of Rajasthan. According to him, on 07.04.2015 he had made a request for inter-Railway/inter-Zone transfer to Ajmer Division of North Western Railway, which is reflected in Annexure-A1 register maintained on the basis of priority on the date of receipt of application for inter-Railway transfer. The grievance of the applicant is that even after long years of service, his transfer request has not been considered. He is aggrieved by the non-feasance on the part of the respondents in issuing orders granting inter-Railway transfer. According to him, it is arbitrary, contrary to law and unconstitutional. He, therefore, seeks a direction to the respondents to consider and issue necessary inter-Railway transfer orders to him to Ajmer Division of North Western Railway.
