(iv) Fourthly, the Government issued a Circular dated 03.06.2025 stating that, in respect of Hyderabad-Karnataka candidates and non-Hyderabad- Karnataka candidates, two separate notifications are required to be issued for all recruitments with effect from 03.06.2025. Pursuant to the said Circular, the respondent - KPCL issued a Circular dated 24.12.2025, clarifying that all recruitments would be conducted in accordance with the Government Circular dated 03.06.2025. However, contrary to the said Government Circular, a single notification has been issued for both Hyderabad-Karnataka and non- Hyderabad-Karnataka candidates. The same is contrary to the Government Circular as well as Article 371J of the Constitution of India.
