The petitioner, who is the ex-student of Pondicherry University is said to have been completed M.PEd., course during the year 2015. Though he received mark sheet and Provisional Certificate, he has not got Convocation Certificate, Conduct Certificate and Transfer Certificate from the University. In this regard, the petitioner gave a representation on 14.11.2017, seeking those certificates. In spite of receipt of the representation, the respondent University has not issued the Certificates, which compelled the petitioner to come before this Court by way of the present Writ Petition.

4.It is admitted by the respondent that the petitioner completed his M.PEd., course in the year 2015 and he had already got Provisional Certificate. The petitioner applied for the Conduct Certificate, Convocation Certificate and Transfer Certificate only in November 2017. As rightly pointed out by Mr.Stalin Abhimanyu, learned counsel for the respondents, the petitioner has to submit copy of the Provisional Certificate and No Due Certificate from the Hostel and Library. Without production of those documents, it is not possible to the University to issue Certificates. Therefore, the petitioner is directed to file another application along with Provisional Certificate and No Due Certificate to the respondent within a period of two weeks from the date of receipt of a copy of this order. On such receipt of the application along with the requisite documents, the respondent University is directed to issue Conduct Certificate, Convocation Certificate and Transfer Certificate to the petitioner within a period of one week thereof.
