1. The Appellant filed an RTI application dated 15.04.2023 seeking information on the following points:

 Sir, referring IGNO's Student Evaluation Division Notification regarding change in time period for "Re-evaluation of Answer Scripts" and "Photocopy of Answer Scripts" published at official website of IGNOU vide F. No. IG/SED/Ex-III/ Re- eval/Photo/2023/232 dated 6th April 2023, I request information under RTI Act 2005, to be replied para-wise as follows:
(i) Is the said notification also eligible for the students of Centre for Online Education (COE) for subjects like MHDOL etc.? If not eligible, elaborate the reasons for the same.

(ii) If the students of COE (viz. MHDOL Students) are eligible for "Re-evaluation of Answer Scripts" and "Photocopy of Answer Scripts", then why any link for applying for these options (after paying the prescribed fees like ODL Mode students) is not available for them in public domain at IGNOU website, even after around three years of the launching of the IGNOU's Online Courses. If available at official website, I request for its official link.
(iii) If the software for "Re-evaluation of Answer Scripts" and "Photocopy of Answer Scripts" for the COE students is under maintenance / being updated, it is requested to inform the expected time by which the students of COE can utilise these options of "Re-evaluation of Answer Scripts" and "Photocopy of Answer Scripts", as desired by them like their counterparts (ODL Mode Students).
(iv) What time period will be fixed for the students of COE to apply for their options of "Re-evaluation of Answer Scripts" and "Photocopy of Answer Scripts", as the results of the first time conducted exams of Online Mode students has already elapsed the given time period of 40 and 30 days respectively, as notified vide above said notification dated 6th April 2023. As per this time-frame, COE students like MHDOL students etc. cannot apply for "Re-evaluation of Answer Scripts" and "Photocopy of Answer Scripts", if their results had been declared prior to 40 & 30 days respectively, and this difference must be barred.

4. Aggrieved with the FAA's order, the Appellant approached the Commission with the instant Second Appeal dated 30.06.2023.

5. The appellant remained absent and on behalf of the respondent Shri Jagaram Meena, Assistant Registrar, and Shri Gyan Prakash, attended the hearing in-person.

6. The respondent while defending their case inter alia submitted that the FAA had duly informed the appellant that the queries relating to re-evaluation of answer scripts were looked after by the Centre for Online Education (COE), IGNOU. Moreover, the CPIO uploaded the copy of e-mail dated 07.10.2024 sent by the appellant acknowledging that the issue regarding re-evaluation of his answer script had been resolved.
