(vii) Allegation (VII) regarding harassment of "Whistleblower" having a child with special needs, by transferring him from Delhi in violation of DOPT instructions, is NOT substantiated. Shri Madanjit Kumar was not a "whistleblower" within the meaning of 'Whistleblowers Act' nor was DOPT instruction applicable.
