If the petitioners have any legal right conferred and/or they are not illegally occupying any public place or any common plot, it will be open for them to avail the remedy before the Civil Court and alternatively to file reply to show cause notice dated 17.7.2013 issued by Chief Officer but at the same time in case of any unauthorized encroachment, no regularization shall be ordered by any authority or any Court of law, if it is not permissible under the law.

Accordingly, this petition is disposed of.
