17. As far as the MATSYAFED is concerned, even though their learned Standing Counsel has made the afore submission, WP(C) NO.15630/2020 & Con. Cases Ext.P8 in W.P(C)No.2918 of 2021 would render it luculent that the Special Rules with relation to their services were approved in the year 2016. It is unambiguously so stated by its General Manager in the said document and I fail to understand how they can take a contrary stand now. In such perspective, when the Rank List came into force after the Special Rules were so approved, the MATSYAFED can only appoint from the Rank List to the sanctioned posts of LDC and in no other manner. Of course, I record the submissions of Sri.P.C.Sasidharan - learned Standing Counsel for the PSC that there are certain NJD vacancies as far as the MATSYAFED is concerned and that his client will deal with the same, if this Court is so inclined, in terms of law.
