32. It is in this background that common NEET- 2016 was held for admission to MBBS/BDS Courses. Since the present controversy relates to admission to MBBS Course, I must take note of amendment introduced in the MCI regulations through gazette notification dated 10.03.2017 incorporating regulation 5A, which reads thus:-
"5A Common Counselling.38
(1) There shall be a common counselling for admission to MBBS Course in all Medical Educational Institutions on the basis of merit list of the National Eligibility Entrance Test.
