JUDGMENT
The above Writ Petition (Crl) is filed with the following prayers:
i) To call for the records relating to Exhibits.P1 to P15 and to issue a Writ of Mandamus or any other appropriate Writ Direction or order directing the 1 st & 2nd respondents to take immediate, effective and necessary steps to bring the 15 th & 16th respondents from the United Arab Emirates by the Provisions of reciprocal treaty or extradition treaties or bilateral extradition process of India Government with UAE government by issuing Look out notice or Blue Corner notice or such other relevant process of law to protect the interest of justice.
ii) To issue a Writ of Mandamus or any other appropriate Writ Direction or order directing and commanding the 4th & 5th respondents to take effective steps to bring the 15th & 16th respondents from the United Arab Emirates by the Provisions of reciprocal treaty or extradition treaties or bilateral extradition process of India Government with UAE government by issuing Look out notice or Blue Corner notice or such other relevant process of law to protect the interest of justice.
iii) To issue a Writ of Mandamus or any other appropriate Writ order or direction to the 3rd respondent to initiate steps to conduct enquiry to find out and seize the binami assets accrued by the respondents 15 to 17 by deceiving the Petitioners and other thousands of similarly placed victims there by committing economic offences and money 2025:KER:38993 WP(CRL.) NO.129 OF 2025 6 laundering activities.
iv) To issue a Writ of Mandamus or any other appropriate Writ Direction or order directing the respondents 6 to 14 to take effective and proper enquiry pursuant to Exhibits.P6, P7 & P10 crimes and P8 & P9 complaint acknowledgment receipts initiated pursuant to the complaints filed by the petitioners to bring the 15th & 16th respondents under the frame work of law by issuing Look out notice or Blue Corner notice or such other relevant process of law to protect the interest of justice.
v) To issue a Writ of Mandamus or any other appropriate Writ, Direction or order directing the 1 st & 2nd respondents to consider and take necessary actions pursuant to Exhibits.P14 & P15 and similar representations filed before the 1st & 2nd respondents in accordance with law within a time limit prescribed by this Honourable Court.

2. The main prayer in this Writ Petition is to issue appropriate direction to the 1st & 2nd respondents to take immediate, effective and necessary steps to bring the 15 th, 16th & 17th respondents from the United Arab Emirates. It is submitted that, they are the accused in Crime Nos.
1043/2024 of Kothamangalam Police Station and 0427/2024 of Elavumthitta Police Station.
3. Heard the learned counsel for the petitioners, DSGI, the counsel for the 3rd respondent and also the Public Prosecutor.

4. The counsel for the petitioners reiterated the contentions in the petition. The Public Prosecutor submitted that, Look Out Circular (LOC) has already been issued by the Police Authorities. But, the counsel for the petitioners submitted that, after issuing LOC, no follow-up action is taken by the Investigating Officer. If that is the case, the petitioners can approach the 1st & 2nd respondents, narrating the grievance raised in this Writ Petition. The 1 st & 2nd respondents will do the needful in accordance with law, if such a representation is received. The Investigating Officer will also do the needful by addressing appropriate proceedings to the 1st & 2nd respondents.
Therefore, this Writ Petition (Crl) is disposed of with the following directions.
1. The petitioners are free to submit a representation before the 1st & 2nd respondents, narrating the grievance raised in this Writ Petition, within two weeks from the date of receipts of a copy of this judgment.
2. If such a representation is received, the 1 st & 2nd respondents will consider the same and do the needful in accordance with law and 2025:KER:38993 WP(CRL.) NO.129 OF 2025 8 communicate the decision taken in it to the petitioners, as expeditiously as possible, at any rate, within a period of two months from the date of receipt of the representation.
3. The Investigating Officer in the above crimes will also address appropriate reminders to the 1st & 2nd respondents to do the needful based on the LOC issued by the police authorities.
