1. During the course of arguments it transpired that respondent no. 1 is satisfying its water requirement for industrial purposes by drawing water from Chambal River. On question, learned counsel for respondent no. 1, said that withdrawal of water is in view of agreement with the Department of Water Resources. He drew our attention to Executive Engineer, Water Resource Department, State of Madhya Pradesh at Ujjain's letter dated 07.09.2007 showing there was an agreement between the applicant and executive engineer for 30 years for withdrawal of water but when questioned that it is an interstate river and is tributary of river Ganga, hence is governed by the different provisions and State of State of Madhya Pradesh cannot own it, he sought some time to look into this aspect.
