1. The applicant has approached this Tribunal under Section 19 of the Administrative Tribunals Act, 1985, praying for the following relief(s):

"(i) ISSUE NECESSARY DIRECTIONS TO THE RESPONDENT NO. 1 TO 4 TO ISSUE 'NO OBJECTION CERTIFICATE (NOC) FOR PARTICIPATION IN INTERVIEW AT RESPONDENT-5 UNIVERSITY FOR THE POST OF ASSISTANT PROFESSOR (ANIMAL GENETIC & BREEDING) SCHEDULED TO BE HELD ON 09.03.2026 AND FOR THE POST OF EXTENSION SPECIALIST SCHEDULED TO BE HELD ON 12.03.2026, INTER ALIA IN VIEW OF THE FACT THAT IT IS THE FUNDAMENTAL RIGHT OF APPLICANT TO PARTICIPATE IN THE INTERVIEW FOR FURTHER CAREER PROGRESSION, NOT GRANTING NOC WOULD AMOUNT TO VIOLATION OF HER FUNDAMENTAL RIGHTS AND VIOLATION OF INSTRUCTIONS ISSUED BY CENTRAL GOVT.;
(ii) TO QUASH THE IMPUGNED ORDER DATED 25.04.2024 & 25.06.2024 (ANNEXURE A-4% A-5) PASSED BY THE RESPONDENT NO. 4 BEING ILLEGAL, ARBITRARY AND UNCONSTITUTIONAL AND TO ISSUE DIRECTIONS TO RECONSIDER THE REQUEST OF APPLICANT FOR ISSUANCE OF NOC FOR INTERVIEW."

2. Ld. Counsel Mr. N.P. Singh appears on behalf of the respondents and files his memo of appearance, which is taken on record.

As per the applicant, she had applied for the post of Assistant Professor and Extension Specialist in Lala Lajpat Rai University of Veterinary and Animal Sciences for which she had asked for a No Objection Certificate from her current employers, i.e. Central Silk Board. However, vide letter dated 24.04.2024 (Annexure A-4) and 25.06.2024 (Annexure A-5). The same was rejected on the ground of shortage of staff. 6. It is noted that though the applicant has again asked for grant of NOC to the applicant to appear for the interview which is required for the purpose of appearance before the Interview Board, no decision has yet been communicated.
