13. From the narration of facts, it is evident that for long, whenever the UGC introduced regulations pertaining to qualifications for university teaching staff, exemptions were provided for Ph. D and M. Phil. holders from the requirement of qualifying in the NET. This is evident from the successive changes which UGC introduced in the relevant regulations dealing with eligibility and University Grants Commission Act, 1956 (hereinafter, “UGC Act”). qualifications for appointment as Assistant Professors, Associate Professors, etc. in 1993, 2000, 2002 and 2006.
