However, the issue of territorial jurisdiction shall be taken up first before deciding on the other issues.

Since learned counsel for the respondent nos. 3 and 4, the main contesting parties, agrees that no further document is required to be filed, and as the matter involves questions of law and interpretation of the documents annexed to the writ petition, no affidavits are invited. It is deemed that the respondents deny all the allegations made herein.
