6. Respondents have also placed avenue of promotion chart of Section Controller the filling of the post of Section Controller states as under:-
(i) Direct recruitment 15% (Traffic Apprentice) +shortfall against LDCE through RRB.
(ii) LDCE-10% from serving staff (other than ministerial staff) in the traffic department.
(iii) Promotional Quota 75% from eligible categories (ASM/TNC/Guard etc.).
Respondents have submitted that the applicant was appointed to the post of Section Controller under Promotional Quota from Guard and as such his appointment cannot be treated as direct recruitment to the service.
