Bose, J. in Delhi Laws Act, 1912, In re [Delhi Laws Act, 1912, In re, 1951 SCC 568 : AIR 1951 SC 332] while observing that the main function of the legislature is to legislate and not leave it to others, nevertheless acknowledged that it is impossible to carry on Government of a modern State with its infinite complexities and ramifications without a large devolution of power and delegation of authority. This is a practical necessity which has been acknowledged even by the American courts. To decide otherwise would make it difficult for the Government to function and work effectively.
