The petitioners approached this Court seeking a writ of mandamus against the respondents to re-conduct the 23 rd All India Entrance Examination for Admission to Master Degree Programmes and Award of ICAR-PG Scholarship/NTS (PGS) in Agriculture and allied subjects including Veterinary Science on All India basis. Some of the candidates in the State could not take part in the examination due to flood situation in the State. They approached this Court in W.P.(C).No.28277/2018 and this Court directed ICAR to hold fresh examination for the candidates applied in the State of Kerala alone. Pursuant to the said direction, examination was conducted in the State. The petitioners without protest appeared for the examination. The complaint of the petitioners in this writ petition is that ICAR ought to have employed methods like normalisation of the fair valuation of the marks considering the difficulties experienced in the examination.
