9. The appellant believes that the recruitment process was not conducted fairly and that the withholding of information is part of an attempt to obscure any potential irregularities. Without timely access to the requested information, the appellant will be unable to challenge any improper or unjust aspects of the recruitment process, thus hindering his right to access justice.

10. The refusal to disclose information, particularly the marks obtained and the rank list of selected candidates, is arbitrary and illegal. It undermines the principles of transparency and fairness enshrined in the Right to Information Act, 2005 and violates the constitutional rights of the appellant. The appellant requests that the Hon'ble Central Information Commission direct the respondent to provide the requested information forthwith, ensuring that the recruitment process is conducted with full transparency and in compliance with the law."
