Further, in other conditions specified in the notification, Clause No.11 specifies that the candidates who worked as guest lecturers are not eligible for appointment to the post of Associate Professor. The 2nd respondent admittedly possessed Ph.D. degree in the concerned subject in the year 2010, which is not disputed by the petitioner. The petitioner's grievance is that the 2nd respondent was required to complete course work of six months, which is mandatory as per UGC Regulations, 2009. It is also not in dispute that the 2nd respondent was admitted to Ph.D. course prior to 2009. A perusal of the notification at Annexure-A specifies that the candidates, who have obtained Ph.D., after 11.07.2009, must have completed Ph.D. with course work of six months and the said qualification is specified for the post of Assistant Professor and not for the post of Associate Professor.
