3. Applicant No.1 was recruited as Assistant Professor (Teaching) in Employees State Insurance Corporation (ESIC, for short) Dental College and Hospital on 01.03.2011. Other applicants also joined as Assistant Professors (Teaching) in the same Institution. The next promotional post is Associate Professor with the eligibility of four years' residency period as Assistant Professor in PB-3 scale with Grade Pay of Rs.6600/- in terms of Regulations of 2009. The Regulations of 2009 have been replaced by Recruitment Regulations, 2014 (Annexure A-4).
4. The grievance of the applicants is that they are not being considered for grant of benefit of Dynamic Assured Career Progression Scheme (DACP) even though they have completed the requisite residency period for such benefit under the aforesaid Scheme. The applicants have made separate representations to the respondents, but the same have not been responded to. Copies of their representations are enclosed with the OA as Annexures A-1 & A-7.

In view of the above circumstances, this Application is disposed of at the admission stage itself with direction to the respondents to examine and consider the representations of the applicants for grant of benefit under the DACP Scheme in accordance with law, and to pass reasoned and speaking orders within a period of three months from the date of receipt of copy of this order.
