SHRI RAM NAIK: Now, it is exactly Twelve of the Clock. I thought that I should not interrupt him in the beginning. My point is that at Twelve of the Clock, the discussion regarding problems of the Scheduled Castes and the Scheduled Tribes has to start.

SHRI SOMNATH CHATTERJEE : But there was no order issued by the Central Government. I am reading from the judgement of the Mumbai High Court.
"But there was no order issued by the Central Government or competently by the State Government which had delegated the authority under Section 3, Sub-Section (2) Clause (c) of the Foreigners' Act upon the Superintendent of Police. The order passed by the District Superintendent of Police on 20th August, 1957 must, therefore, be regarded as unauthorised and failure to carry out the requisition contained in that order cannot be penalised under Section 14 of the Foreigners' Act."
Shri Ram Naik, I hope you at least know Section 14. I hope you are having it.
