"Prof. Samir K. Brahmachari while functioning as Secretary, Department of Scientific and Industrial Research (DSIR) and Director General, Council of Scientific and Industrial Research (CSIR) during the year 2011 committed grave misconduct inasmuch as he, in his capacity as DG, CSIR, by approving on 24th August, 2011 or on any of the succeeding dates till 30th September, 2011 (inclusive of 30th September, 2011) appointment and absorption of 52 engineering graduates, who completed two year Post Graduate Research Training Programme in Engineering (PGRPE) from Academy of Scientific Innovative Research (AcSIR), violated the requirement of open advertisement and requirement of giving reservation and relation to Scheduled Caste, Scheduled Tribes and Other Backward Classes as per Government of India rules as stipulated in the open advertisement release by CSIR in 2009 for selection of candidates for the PGRPE and thereby exhibited lack of absolute integrity and acted in a manner unbecoming of Government servant thereby violating rule 3(1) (i) and 3(1)(iii) of Central Civil Services (Conduct) Rules, 1964."

9. 11 Aug' 2008 - 174th Meeting of CSIR Governing Body ratified the notification on 28/05/2009 of enhanced fellowships of Rs.25,000/- for QHF. While ratifying, the GB also empowered DG CSIR to make necessary changes to recruit scientist fellow under the Quick Hire Scheme to attract the best talent without diluting any qualification.

10. On 11th Aug 2009 in the same meeting it was decided that QHF vacancy were also to be filled commensurating with vacancy positions under Group IV scientists thereby removing the limit of QHF recruitment as applicable that time.

13. 24 Aug' 2011 RAB chairman approved a note put up by the RAB which was forwarded to DG CSIR with suggested nominee of DG CSIR in the interview board for selection of PGRPE postgraduates with distinction for Scientist C as per CSRAP rule.

14. 31/12/2013 - The then DG CSIR Prof. Samir Brahmachari superannuated and relinquished the position of DG CSIR and Secretary CSIR.

15. 15th May 2014, DG CSIR after his superannuation received a letter from CVO, DSIR to attend a meeting of the fact finding committee to examine the complaints about alleged irregular appointment of scientists in CSIR laboratoties.

16. June 2014- Retired CSIR attended the meeting which was chaired by Dr. S.K. Joshi, Former DG, CSIR.
