महोदय, मैं जिस समय इस विषय को राज्यसभा में रख रहा था, उस समय डा. मनमोहन सिंह सदन में विपक्ष के नेता थे। महोदय, यदि आपकी अनुमति हो तो मैं इसको पढ़ना चाहूँगा।

But because it is a substantial point which is relevant, I welcomed what he said. वहाँ पर जब मैं प्रस्ताव रखने ही वाला था, डिप्टी-चेयरमैन मैडम नजमा जी ने मुझे बताया कि इस विषय पर डा. मनमोहन सिंह जी कुछ कहना चाहते हैं क्योंकि यह पहले ही डिसाइड किया गया था कि इस प्रस्ताव को बिना बहस के ही पास कर लिया जाएगा। उस समय डा. मनमोहन सिंह ने इस प्रस्ताव का स्वागत करते हुए कहा था :
