This committee met on 11th and 12th October, 1999 and accordingly made the selection of the tenderers for these different items considering the price quoted, quality of goods on the basis of samples furnished. 12. The admitted position in the case in hand is that the petitioner in WP(C) 5981/99 did not pay the earnest money whatsoever and he claimed exemption on the basis of a certificate issued by the Joint Registrar of Coop. Societies vide Annexure-C. That annexure is quoted below:
