THE MINISTER OF STATE IN THE MINISTRY OF RAILWAYS AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI RAM NAIK): I beg to lay on the Table a copy of the Leaders of Opposition in Parliament (Allowances, Medical and Other Facilities) Amendment Rules, 1998 (Hindi and English versions) published in Notification No.G.S.R. 87(E) in Gazette of India dated the 24th February, 1998, under sub-section (3) of Section 10 of the Salary and Allowances of Leaders of Opposition in Parliament Act, 1977.

Clause 2 MR. SPEAKER: The question is:

"That clause 2 stands part of the Bill".

The motion was adopted.

omit lines 29 to 35. (1) I only wanted to know which are the States that come under Category `A' and Category `B' SHRI T. SUBBARAMI REDDY : And also, do you propose to bring any change in these categories in the future?
  श्री यशवन्त सिन्हा : अध्यक्ष महोदय, जैसा मैंने कहा वित्त मंत्री द्वारा एक समति बनाई गई थी जिसने इसके ऊपर विचार किया था। कॆटागरी ए में उन्होंने कुछ क़ाइटीरिया रखा था और कॆटागरी बी में उन्होंने कुछ और क़ाइटीरिया रखा था। कॆटागरी बी में जैसे उन्होंने उस जिले में इनफ्रास्ट्रकचर की कया पोज़ीशन है, उसको ध्यान में रखकर और गरीबी की रेखा को ध्यान में रखते हुए उसमें जो अंतर पाया, उसके आधार पर उन्होंने उसको कॆटागरी बी में रखा जहां पर कि थोड़ी उन्नति थी कॆटागरी ए के मुकाबले, और जो बिल्कुल पिछड़े जिले थे, उनको केटागरी ए में रखा है। यह सिद्धांत जनरली चला है जिसके आधार पर कितनी सड़कें प्रति हज़ार पर हैं, कितने लोग पढ़े-लिखे हैं प्रति हज़ार पर, इसके आधार पर इसको तय किया था और जैसा मैंने कहा था कि अपने आप में यह आज के दिन बहुत महत्वपर्ण नहीं है कयोंकि इस पर हम फिर से विचार करेंगे।
SHRI RAVI SITARAM NAIK : I would like to know whether Goa is included in Category `A' or not. I suppose, Category `A' includes: Jammu and Kashmir, Hmachal Pradesh, Sikkim, Goa, Andaman and Nicobar Islands, Dadra Nagar Haveli and Daman and Diu.
SHRI YASHWANT SINHA: There is a long list of industrially backward districts which come under Category `A'. It includes 53 districts and in Category `B' there are 70 districts. I can say that I take no responsibility for it because this has been prepared by the previous Government... (Interruptions)
MR. SPEAKER: The points raised by the hon. Members can be looked into by the Minister.
SHRI YASHWANT SINHA: Sir, I have already assured the House that as far as these lists are concerned we shall review the criteria. We shall take into account the claims of other backward districts also. Then, if it is necessary, I shall come before the House with an amendment.
MR. SPEAKER: Shri Ravi Naik, are you withdrawing your amendment?
SHRI RAVI SITARAM NAIK : I would like to know from the hon. Minister if the State of Goa is included in list A or not.
