2. Briefly stated the applicant initially joined service as Lecturer (Assistant Professor) through Union Public Service Commission w.e.f. 02.09.2003. As per AICTE guidelines, benefit of designation of Associate Professor in higher AGP under Career Advancement Scheme was to be granted to the applicant w.e.f. 02.09.2017. He has done PhD in Applied Arts.
3. The AICTE issued Gazette Notification dated 08.11.2012 notifying "All India Council for Technical Education (Career Advancement Scheme for the Teachers and other Academic Staff in Technical Institutions) (Degree) Regulations, 2012. As per para 3.1 Entry level Assistant Professor (Stage I) would be eligible for promotion under the CAS through two successive stages, i.e. stage 2 and stage 3. As per para 3.7 Assistant Professors who have completed five years of service in the grade of Rs.7000 (stage 2) shall be eligible, subject to meeting the API based PBAS requirements laid down by Regulations to move to next higher grade of Rs.8000 (stage 3). Under it, as per para 3.8, Assistant Professor completing three years of teaching in the grade of Rs.8000 (stage 3) shall be eligible, subject to the qualifying conditions and the API based PBAS requirements prescribed by these regulations, to move to the Pay Band of Rs.37400-67000 with next higher grade of Rs.9000 (stage 4) and to be designated as Associate Professor.
