SHRI SURESH KURUP (KOTTAYAM): He is explaining the procedure. … (Interruptions)
SHRI L.K. ADVANI : I have already said it… … (Interruptions)
MR. SPEAKER: Nothing will go on record except what the hon. Minister says.
(Interruptions) … * SHRI L.K. ADVANI : It is the procedure which has to be gone through. I have advised the Lt. Governor that in most of these cases, the cases should be withdrawn. This has been the advice given to the Lt. Governor. The procedure is being followed. … (Interruptions)
Not Recorded MR. SPEAKER: Dr. B.B. Ramaiah to speak now.
… (Interruptions)
SHRI MADHAVRAO SCINDIA : I want to ask one thing. What about an explanation from the police? Are they going to make any statement of regret for having entered the university campus without the permission of the Vice-Chancellor? How did they do this? Are they going to give an application of regret or not?
SHRI L.K. ADVANI : The hon. Member will appreciate that when an enquiry has been ordered, unless the enquiry report is given, the action cannot be taken in that matter. . … (Interruptions)
SHRI L.K. ADVANI: I agree.
SHRI SOMNATH CHATTERJEE: Therefore, irrespective of whatever type of inquiry may be held, we demand that the students must be immediately released and the cases against them should be withdrawn. If something else is there, the law will take its course. But at the time, in anticipation you cannot keep them. Apart from the manner in which all these things have happened – I am not going to repeat it – everybody is showing his total abhorrence to what has happened and the hon. Minister has not said one word against the police. He has not said one word condemning the incident. We expected that the Government of India should have condemned this incident. It should have been done in an unequivocal manner. Therefore, I am requesting the hon. Home Minister not to leave it to the Lt. Governor. He is powerful enough, many more times powerful than him. He should please see that these boys are released today. Unfortunately, even when they came yesterday to express their protest, they were again beaten up. Today again it has happened. What is this? Is this a declaration of war on these Jamia Millia students? Therefore, I am requesting the hon. Home Minister to make a declaration here and now - he has the authority - that they would be released in the course of the day and all cases against them would be withdrawn.
SHRI L.K. ADVANI: Sir, I appreciate the demand made by the entire Opposition. I will direct the Lt. Governor accordingly and I shall see to it that except those cases where there are allegations of violence or holding of unlicensed arms… (Interruptions)
MR. SPEAKER : What is this?
… (Interruptions)
SHRI P.C. THOMAS (MUVATTUPUZHA): We are not going to listen anything from the Government. … (Interruptions)
MR. SPEAKER : Are you not going to listen to the hon. Minister? When you raised the issue they were listening. When the hon. Minister is replying, you are not listening to him. What is this? I do not understand it.
