12- In T.N. Verma's case (supra), the issue as to whether the Hon'ble Governor has to personally approve the charge-sheet or that the charge-sheet can be approved by the council of Ministers was not been raised or examined.

Said question has been raised and decided in Samsher Singh's case (supra). In Writ Appeal No :: 58/2017 view thereof, we do not find that the said judgment lays down any binding precedent.
