The learned Single Judge has also relied upon the Circular No.PD-51/1999, dated 28.06.1999 issued by the Corporation to the effect that the APSRTC Employees Union was recognised under clause (6) of the Code of Discipline w.e.f. 30.09.2010 as being operational in Prakasam Region and thus concluded that even as per their own circular the Corporation was bound to refer the matter to the concerned Deputy Chief Personal Manager for taking a decision and seeking the permission of the conciliation authority.
