22. I am firmly of the opinion that no judicial forum much less High Court should adopt such interpretation which would indirectly or directly abet increase or open the flood gates of corruption under the garb of camouflaging and deceptive phraseology of 'commission.'
23. I have, therefore, no hesitation in holding that the accused has committed an offence with which he has been charged with and has rightly been convicted.
24. The next question which calls for consideration is whether on the grounds mentioned by Shri Bardar creating human emotions, and sentiments in favour of the accused, I should release the accused on payment of fine.
