2. The petitioner challenged the order dated 23.05.2012 by means of a Writ Petition in the year 2017. The petition Signature Not Verified was dismissed on the ground of delay and latches, but Digitally signed by MINI Date: 2026.04.07 17:39:05 IST Reason: without considering the explanation furnished by the petitioner that the latches occurred due to the death of the earlier counsel.
