In India, the National Human Rights Commission at the national level and the State Human Rights Commissions at the level of the respective States are functioning. Most of the top functionaries are retired judges of the Supreme Court or the High Courts. But I feel that a time has come when the Minister may kindly consider, at an appropriate hour, to augment the strength of the statute itself, having enough enabling provisions for the State Human Rights Commissions and the National Human Rights Commission, involving the State Governments, to see whether this is enough to ensure and protect the human rights.
