30. For the reasons, mentioned above, I feel that the application filed by the applicant is totally misconceived and accordingly, the same is dismissed.

Since continuance of this application, by keeping the application alive for almost four years after withdrawal of the writ petition on 13.08.2007, has resulted in wastage of considerable time of the Court and as well as that of the Registry, I feel that the Court must impose costs to deter not only the applicants or the persons of such proclivities and having resources to indulge in speculative litigation to keep their opponents at bay from initiating legal action. Accordingly, I impose costs of Rs.1 lakh on the applicants, which shall be deposited by them with the Delhi High Court Legal Services Committee within a period of four months, failing which the matter will be placed before Registrar (Criminal), who may effect recovery of the aforesaid amount in terms of section 421 Cr.P.C.
