Granting of auto-rickshaw cab permit only to the holders of the effective Driving Licence has no relevancy to the traffic congestion in the City and imposing such condition would not be construed as an intention to reduce the traffic density in the city limits and control the vehicular pollution as contended.

24. In order to curb issuing of multiple permits to a single person/uneducated woman, issuance of a single permit may be made mandatory which indeed is prescribed in condition No.5 of the Notification dated 26.03.2018. Similarly, for the safety and security of the commuters traveling in the auto-rickshaw cabs, installation of Global Positioning System (GPS)/ General Packet Radio Service (GPRS) be made mandatory with Radio Frequency Identification (RFID) and the payment of charges towards such tracking facilities could be collected from the permit holders. Information of permit holders and Drivers to be
