Pointing to the provisions of Rule 47(2) of the Rules, which prescribes that "all business left over on termination of a session shall lapse unless it is included in the list of business on any day during the next session", Ms. Alam has contended that since the Chairman has not ruled on any point of order relating to the dissolution of the meeting of 27 th November 2019, for any reasons connected thereto, therefore in law the motion has lapsed since it is time bound by the Rules itself. The motion of non-confidence has to be discussed and voted upon within two days of leave being granted and since the discussion and voting did not take place within the prescribed period, the motion has lapsed and has to be re-introduced.
