14. The respondents, on the other hand,
would submit that the Primary Agricultural
Credit Societies and Urban Co-operative
Banks form a separate group. They are
engaged in agricultural credit activities and
banking respectively. They raise funds for
the above activities. There are other
societies, which work in specified and
restricted fields. For example, milk societies
are meant only for milk producers. Housing
societies are meant only for those who
intend to purchase a house or land for
constructing a house. Similar is the case of
Serifed, Matsyafed etc. There is a clear
distinction between the societies engaged in
agricultural credit and banking and other
societies engaged in various other activities.
There is a clear intelligible differentia
between them. The respondents also submit
that it is not proper to give membership to
all sorts of societies in the DCB other than
the above said societies engaged in raising
W.P.C.No.3757/2012 &
funds for agricultural credit and banking.
