In deciding whether the levy is intra or ultra vires, the circumstances in which such levy has been introduced, the overall features of the levy as well as the attendant circumstances leading to the same, will have to be considered. It is a matter of common knowledge and we take judicial notice of the parallel economy prevalent in the Country fueled by, among other factors, cash transactions.
