2. The sealed cover containing the merit list produced by the counsel for OPSC is opened in Court.
3. Ms. S. Mohanty, learned counsel appearing for OPSC submits that serial No. 58 relates to the present petitioner. Reference to the further additional affidavit filed by the OPSC reveals that under paragraph-2 it has been mentioned that assessment of Academic Performance Indicators (API) score is the basis of screening or shortlisting of candidate for interview. Whereas the highest API Score under UR category is 93 out of total API Score 100, the petitioner has obtained 73 API score out of 100. The merit list does not contain any such score though there is a column mentioned APR score, which is vacant in so far as the petitioner is concerned. Further in Paragraph-4 of the said affidavit it has been stated that in order to judge the merit of a candidate the Board comprising of subject experts assesses the domain knowledge, pedagogy skill and quality of research and publications etc. of a candidate and recommends his/her suitability or otherwise for the post. The merit list is found to contain the column pedagogy skill and domain knowledge but no marks have been awarded to the petitioner under these categories.
