SHRI L.K. ADVANI: If the numbers are shaky, the No-Confidence Motion becomes a challenge.

SHRI PRIYA RANJAN DASMUNSI (RAIGANJ): Shri Advani is disowning all the No-Confidence Motions moved by Shri Atal Bihari Vajpayee, Shri George Fernandes, and all the other leaders in the past.

SHRI L.K. ADVANI: I am fully aware of it. Maybe, I would have also moved a motion. I have no objection to that. But in this case, I welcome this Motion because this gives the Government a unique opportunity to present to the Parliament and to the people what the Government has really done in the last five years. मैं इस बात को स्वीकार करूंगा कि मैं विपक्ष की नेत्री की शैली का अनुसरण नहीं कर सकता।

महोदय, सोनिया गांधी जी की जो शैली है, मैं उसका अनुसरण नहीं कर सकता, इसीलिए मैंने अपने साथियों से कहा था कि मैं आरम्भ करूं, यह उपयुक्त नहीं होगा क्योंकि तीखी भाषा और तीखी शैली मुझे सहज रूप से नहीं आती है। ( व्यवधान)

SHRI SHIVRAJ V. PATIL : Sir, you are raising a very important point. But may I bring to the notice of the Government that two-thirds majority which is required for this Constitution Amendment can be available on the floor of the House. You should come before this House for that. We will provide you with that kind of support. We will co-operate with you to get that kind of majority.
SHRI L.K. ADVANI: Shivrajji, you are aware that there have been times when physically it has been impossible. A Constitution (Amendment) Bill cannot be passed in an atmosphere of that kind. That is all. So far as the Government is concerned, Government has been willing for all the three alternatives whether the proposal is made by the Election Commission or whether it is on the basis of two-member Constituency or whether it is the original one. But it was the Leftists and, perhaps, the Congress also said that only the original form has to be accepted and, therefore, the others were not ready even to permit it physically. Mr. Speaker, Sir, personally you have made attempts. The Government is willing for any alternative. Therefore, let the Speaker decide. We are willing for any alternative. (Interruptions)

To many people in this country, as to us, this Government represents today some die-hard, communal and fundamentalist minority, which is bent upon to remaining in power to indulge in divisiveness on the basis of religion. Today, Shri Vajpayee is showing more attachment to RSS Charter than to the Constitution of India, which is a glorious document.

We were being told that our country has progressed in every manner, and our hon. Deputy Prime Minister referred to an article written by one of our former distinguished Members of this House, namely, "since the dawn of the millennium this country has progressed." He is a very eminent person. I did not know of his authorship so long, but I admire that he has taken the pains to express his views. Probably, Shri Advani has forgotten that this country, under the dispensation of this Government, has achieved a dubious distinction of occupying 127th position among the list of countries, as per the report, not of us but the Human Development Report of UNDP for the year 2003. Having dropped below Botswana and even Palestinian States, who have suffered greatest attacks -- from 124th position, it has come down to 127th position -- we find the unseemly spectacle of their thumping the desks that we have developed this country! Why are we supporting this No-Confidence Motion? There are serious differences still; there were and still are in many matters, so far as the Congress Party is concerned. We have not exonerated them ever for the declaration of Emergency, but does that inspire you? Just because they had made this mistake -- that is why, they are here -- and just because they had also committed sins earlier, do we have to tolerate a combination like this, which has decimated the Constitution of India, which had denigrated the biggest institutions of this country and which has declared a war on the common people of this country by depriving them of their livelihood, of their employment opportunities, of their right to live a decent life? Nobody feels ashamed that in this country ordinary peasants are committing suicide! Not one word of remorse I heard from Shri L.K. Advani.
