[Order of the Court was made by A.SELVAM, J.] This writ petition has been filed under Article 226 of the Constitution of India praying to direct the respondents to permit the fishermen in and around Rameswaram to go to Katchatheevu festival through country boats, by way of issuing a writ of mandamus.

2.The learned Additional Government Pleader appearing for the respondents 1 and 2 has contended to the effect that for reaching Katchatheevu, all boats have to travel through rough sea and under the said circumstances country boats are not permissible and further all boats going to Katchatheevu must be insured and therefore the claim of the petitioner cannot be entertained.
