1. Issue notice. Mr. Kirtiman Singh, learned counsel for respondent Nos. 1 and 3 and Mr. T. Singhdev, learned counsel for respondent No.2 accept notice.
2. The case of the petitioner is that she has completed the academic portion of the M.B.B.S. Degree Course in March, 2019 and commenced one year internship on 25.03.2019. During the course of her internship, she took NEET PG Exam Entrance Test, 2020 and was allotted a seat in B.R.D. Medical College in Gorakhpur, Uttar Pradesh, in All India counselling. However, she submits that in view of her ill health in February-March, 2020, she was unable to complete the internship by the stipulated date of 31.03.2020. Mr. Divyanshu Kumar Srivastava, learned counsel for the petitioner states that in view of the fact that she was suffering from typhoid and respiratory tract infection, she was unable to re-join her internship in March, 2020 due to outbreak of the Covid-19 pandemic. In any event, the petitioner subsequently re-joined internship and has been issued an internship completion certificate on 30.04.2020. Mr.Srivastava also submits that, for those undergoing internship for the year 2020-2021, the Medical Council of India has extended the period of completion of internship from 31.03.2021 to 30.04.2021. The petitioner seeks similar extension in the present year as well. Mr. Srivastava further states that the petitioner has given up the seat in B.R.D. Medical College in view of the fact that she had been offered a seat in King George's Medical College, Lucknow in state-level counselling, which is going on at present.

Mr. Kirtiman Singh and Mr. T.Singhdev, learned counsel appearing for the respondents, submit that the facts disclosed in the petition suggest that the petitioner was unable to complete her internship within the stipulated period not due to Covid-19 pandemic, but because she contracted some other illness in February, 2020. They therefore submit that she is not entitled to the relief sought in this petition.

I also find that the facts submitted by Mr. Srivastava regarding the petitioner being offered a place in King George's Medical College, Lucknow due to State-level counselling do not find place in the petition or in the application for interim relief. King George's Medical College, Lucknow and the State-level Counselling authority have not been made parties to the present petition. On the oral application of Mr. Srivastava, King George's Medical College, Lucknow and State Level Counselling Authority are impleaded as respondent Nos. 4 and 5 in the present petition. Mr. Srivastava is directed to serve notice to the said respondents by e-mail for the next date of hearing. Amended memo of parties may also be filed by 11.05.2020.

In view of the above, and particularly in view of Mr. Srivastava's submission that the second round of counselling has been postponed due to outbreak of Covid-19 pandemic, and the commencement of PG courses has been postponed for the present year, Mr. Kirtiman Singh and Mr. Singhdev are directed to take instructions as to whether any relaxation in the cut-off date can be considered for the petitioner.
