3. Prayer in this writ petition reads as follows:

"For the reasons stated in the accompanying affidavit, it is therefore prayed that this Hon'ble Court may be pleased to issue a Writ, Order or Direction more particularly, in the nature of WRIT OF MANDAMUS directing the second respondent to grant permission https://www.mhc.tn.gov.in/judis and necessary police protection to conduct Aadal Padal programme on 07.05.2023 from 08.00 p.m. to 11.00 p.m. in pursuant to the Chithirai Festival of Sri Pulikutti Ayyanaar, Sri Karungkadu Kaathan Samban and Parivara Theivangal Temple, situated at Mathur Ramsamipuram Village, Ayingudi Post, Aranthangi Taluk, Pudukkottai District, by considering the petitioner's representation dated 27.04.2023 and pass such other and further orders as this Hon'ble Court may deem fit and proper in the circumstances of the case and thus render justice."

4. There will be a direction to the respondents to consider the application of the petitioner dated 27.04.2023 well in advance and grant permission with necessary police protection to conduct the festival followed by cultural programs including the dance program (Adal Padal) on 07.05.2023 between 7.00 p.m., and 10.00 p.m., at "Sri Pulikutti Ayyanaar, Sri Karungkadu Kaathan Samban and Parivara Theivangal Temple", Mathur Ramsamipuram Village, Ayingudi Post, Aranthangi Taluk, Pudukkottai District, subject to the following conditions :-
