1. At the very outset, learned counsel for the petitioner submits that qua the grievance by the petitioner in the petition, he is sanguine that, in case his case is taken up on administrative side, it will receive favorable treatment. Therefore, the petitioner may be granted liberty to file a representation before the competent authority and the competent authority may be directed to decide (Downloaded on 21/01/2025 at 09:49:05 PM) [2025:RJ-JD:3476] (2 of 2) [CW-21440/2024] the same in light of Circular dated 03.11.2010 (Annex.3), as expeditiously as possible.

2. Without commenting on the merits of case, in view of the submission made, the competent authority of respondents is directed to decide the representation to be filed by the petitioner objectively in light of Circular dated 03.10.2010 (Annex.3), as expeditiously as possible by passing appropriate speaking order in accordance with law.

3. It is made clear that the direction to consider the representation shall not be construed as an expression of any opinion, in any manner.

4. Disposed of accordingly.
