2. According to the petitioner, he is the Secretary of Vizha Committee of Arulmighu Pappathiamman Temple, Seerangapatti Village, Tirupathur Taluk, Vellore District. Every year, the temple festival will be celebrated in the said temple with very grand manner and this year also the petitioner's village renovated the temple by way of collecting amount from the devotees and planned to conduct special Poojas on 31.05.2019. In front of the temple, the villagers planned to conduct Adal paadal programme on 31.05.2019. In this regard, the petitioner gave a representation to the second respondent on 24.05.2019. By order dated 24.05.2019, the second respondent was inclined to grant police protection for performing the temple festival, but not inclined to grant permission to conduct dance programme. Hence, the petitioner has approached this Court with the present writ petition for the above stated relief.

3. The learned counsel for the petitioner, referring to the order dated 16.11.2018 passed in WP (MD) No.22877 of 2018 (K.Ravichandran v. The Superintendent of Police, Dindigul District and another), submitted that in similar circumstances, this Court directed the respondents therein to pass appropriate orders on the representation of the petitioner therein seeking permission to provide police protection for dance programme in the temple festival, subject to the certain conditions. Hence, the learned counsel sought for a similar direction in this writ petition as well.
4. The learned Government Advocate (Crl.Side) appearing for the respondents, on instructions, submitted that the respondents have no serious objection in granting such relief to the petitioner, subject to stringent conditions.

Considering the facts and circumstances of the case and having regard to the submissions made by the learned counsel on either side and also following the aforesaid order, this writ petition stands allowed by setting aside the order dated 24.05.2019 passed by the second respondent, insofar as the rejection of the claim of the petitioner seeking permission for conducting dance programme is http://www.judis.nic.in concerned. The second respondent/the Inspector of Police, Tirupathur Taluk Police Station, Vellore District is directed to consider the representation of the petitioner, dated 24.05.2019 and grant permission and provide police protection for Adal Padal Dance Programme in Arulmighu Pappathiamman Temple, Seerangapatti Village, Tirupathur Taluk, Vellore District, scheduled to be held on 31.05.2019, subject to the following conditions;
(a) the “Aadal Padal” Dance Programme done by Arulmighu Pappathiamman Temple, Seerangapatti Village, Tirupathur Taluk, Vellore District, scheduled to be held on 31.05.2019, should be completed before 10.00p.m.
(b) There should not be any kind of obscene dance or vulgar dialogues during the performance, by anyone of the participants.
(c) Double meaning songs should not be played as they will spoil the minds of students and youths.
