23. In view of the above conclusions, this Court holds that, as against the impugned action, the Writ Petitions are not maintainable and accordingly all the Writ Petitions are dismissed and the interim order granted earlier in all the Writ Petitions stand vacated. No costs.

24. Sri A.Satya Prasad, learned senior counsel appearing for petitioners has brought to the notice of this Court that the respondents 5 and 6 have implemented the interim order and paid the salaries and the said payment is subject to the result of the Writ Petition. In view of the dismissal of the Writ Petition, the respondents may issue recovery orders against the petitioners.
