To this he received a response from CPIO Shri Bharat Singh discussing the application of sec. 7(1)(9), 8(1)(e) and 8(1)(J) of the RTI Act in general terms without specifying the exact documents to which this exemption was applied and concluded as follows:
"Guidelines of DOP&T available on http:/righttoinformation.gov.in/ quest RTI.htm about right to information. As per Para 3 of the ibid guidelines, the information means any material in any form including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force but does not include "file noting". (S.2 (f). (copy enclosed)D. In view of the above, the file notings as requested vide your application under reference cannot be provided. However, the other documents (except file notings) which are 23 pages in number can be supplied to you. In case you are interested in getting copies of these documents than you may kindly deposit the amount @ Rs. 2/- per page to enable this office to supply the copy of the documents."
