          With regard to Governor, there is a clear Ruling by the Chair in the Lok Sabha saying: “You cannot discuss the conduct of the Governor except issues on which he has acted in his discretionary power.”           Here also you can discus the discretionary power in the House and at the end of the day, the ruling says very clearly that the decision of the Governor cannot be questioned.  That is the ruling of the Chair.  That is the position of the Constitution.
          If they have any grievance, they should approach the court.  Instead of doing that, coming here, accusing the Government and abusing the Governor is not acceptable.  Any reference to Governor or his action or any reference to the Arunachal Pradesh Assembly, if they have gone into record, I would urge upon the hon. Deputy Speaker to please remove them from the record.
