We may also refer to a decision of Hon'ble Delhi High Court in the case of Rajesh Kumar Vs. Govt. of NCT of Delhi: 2012(2) Crimes 281 (Del.). Therein, the Hon'ble Court considered Clause 10 of Parole/Furlough Guidelines, 2010 as applicable to the concerned State. Such clause provides that parole would not be granted when Larger Bench Civil Reference No.1/2013 Ramesh Kumar Vs. State of Rajasthan & Ors.
