5. We have heard the learned counsel appearing ... over the upgradation already given to the applicant so as
to claim the benefit of the 3rd financial upgradation under the MACP
scheme
promotion on notional basis with effect from 3.7.2000 and 3rd financial upgradation under the MACPS w.e.f. July 2010
