secret information was received that one Faizal (a resident of
Baramulla and an active member of Jaish-E-Mohd., a banned terrorist
organization) under
Indian
Railways network. The project known as "Jammu-Udhampur-
Srinagar-Baramulla Rail Link Project" (hereinafter referred to
as "JUSBRL Project ... namely: (i) Udhampur - Katra
section; (ii) Katra - Qazigund section; and (iii) Qazigund -
